How to check density and quantity at a petrol pump: what a customer can ask

Short answer

Under the Marketing Discipline Guidelines 2024 (MDG 2024), a customer can ask to see zero before delivery MDG 1.4.2(f), ask for filter paper to check petrol MDG 1.4.1(a) and for the complaint book MDG 1.6(iv), and can read the displayed density MDG 5.1.17. MDG gives no density test or 5-litre test on demand: the measure is for the dealer's own pump testing MDG 1.4.2(b). A complaint can lead the oil company to draw samples MDG 2.2.2.2.

The Marketing Discipline Guidelines 2024 (MDG 2024) are the oil companies' rules for their dealers, and bind dealers through the dealership agreement. This page is a plain-language explanation by MDG Services (a brand of VRUOOM Private Limited). It is not the official text and is not connected with or approved by IndianOil, BPCL, HPCL or any government body, so please check the current guidelines and circulars on the oil companies' own websites and with your oil company officer before you act.

Checked against the Marketing Discipline Guidelines 2024 (Ver. 1, effective 24.10.2024) on 26 October 2026. Published by MDG Services on 26 October 2026.

Four checks a customer meets at a pump. MDG lists what the dealer must provide, not customer rights, so each row says what MDG gives and what it does not.

What a customer can ask for

CheckWhat MDG gives a customerWhat is normal
DensityNo test on demand. The pump displays density MDG 5.1.17; the dealer's records and instruments are for inspecting officials MDG 1.5(v) MDG 1.5(vi)Lab ranges at 15°C: petrol 720–775, diesel 810–845 (820–860 for B8–B20 blends) kg/m³ MDG 7.6. See what density is
QuantityZero before each delivery MDG 1.4.2(f), the closing reading after it Circular 20.03.2025. The 5-litre measure is the dealer's testing tool MDG 1.4.2(b); MDG does not say a customer may ask for the testMDG prints a band of ±10 to ±25 ml per 5 litres; the exact limit is in Legal Metrology law. Beyond the limit, sales through that nozzle stop MDG 5.1.2(a). See the 5-litre test and the checker
Filter paper (petrol)Kept, and handed to a customer who asks MDG 1.4.1(a)MDG gives no method. An officer's failed test stops sales and supplies of every product while samples are tested MDG 2.5(K). See the filter paper test
Complaint bookHanded over on request MDG 1.6(iv)MDG does not say what the dealer does with an entry. See the complaint book

Some oil company customer posters invite a comparison with the dealer's density record, or a delivery check with the 5-litre measure. That is the poster's offer, not an MDG clause.

If something looks wrong

  1. Ask to see zero before fuel flows, and the closing reading after.
  2. Read the density board. Ask which reading it shows and when it was taken.
  3. For petrol, ask for the filter paper.
  4. Write in the complaint book, or call the oil company person whose name and number must be displayed MDG 1.6(viii) MDG 5.1.17. This guide prints no numbers.
  5. A specific complaint is one trigger for the oil company to draw samples MDG 2.2.2.2 MDG 2.4. See who can inspect a pump.

The dealer's side is on what a pump must provide.

Questions dealers ask

01Petrol pump par density kaise check kare?

MDG gives a customer no right to a density test. Read the density board and ask which reading it shows and when it was taken MDG 5.1.17. For petrol, ask for the filter paper MDG 1.4.1(a). See what density is.

02How to check petrol quantity at a petrol pump (petrol pump me kam petrol check kaise kare)?

Ask to see zero before fuel flows MDG 1.4.2(f) and the closing reading after it Circular 20.03.2025. A nozzle found short beyond the permissible limit stops selling until it is recalibrated and re-stamped MDG 5.1.2(a). If you doubt a delivery, use the complaint book or the displayed oil company contact MDG 1.6(iv) MDG 1.6(viii).

03Petrol pump ki testing kaise hoti hai?

The dealer tests every nozzle before sales each day and writes the litres used in the stock register MDG 1.4.2(d). Oil company officials and mobile labs draw nozzle samples MDG 2.2.2.2 MDG 2.4.4: see who can inspect a pump.

04Can a customer demand a density check at a petrol pump?

No. MDG 2024 gives no such right: the density records and instruments are for inspecting officials on demand MDG 1.5(v) MDG 1.5(vi). A poster's invitation to compare is the poster's offer, not an MDG clause.
