3-tier sampling at a petrol pump: who holds which sample

Short answer

Under Marketing Discipline Guidelines 2024 (MDG 2024), the oil companies' rules for their dealers under the dealership agreement, fuel is sampled at three points, and the lab compares the three samples to show that what an outlet sells is what its oil company supplied MDG 2.1. They are a supply location sample, a tank lorry sample the dealer keeps from every load, and a nozzle sample an inspector draws MDG 2.5(G). Samples should preferably reach the lab in 10 days, be tested in the next 15, and be reported to the dealer in 5 more MDG 2.10.

The Marketing Discipline Guidelines 2024 (MDG 2024) are the oil companies' rules for their dealers, and bind dealers through the dealership agreement. This page is a plain-language explanation by MDG Services (a brand of VRUOOM Private Limited). It is not the official text and is not connected with or approved by IndianOil, BPCL, HPCL or any government body, so please check the current guidelines and circulars on the oil companies' own websites and with your oil company officer before you act.
