Petrol pump daily stock register: what MDG 2024 requires

Short answer

Under the Marketing Discipline Guidelines 2024 (MDG 2024), the oil company supplies the daily stock register for all products MDG 1.3(ii), and the dealer adds a morning record of the pump meter readings and each tank's product and water dips MDG 1.3. The nozzle testing litres go in the stock register MDG 1.4.2(d). Entries after each tanker go in the register or on the stock display board MDG 1.2(xiii).

The Marketing Discipline Guidelines 2024 (MDG 2024) are the oil companies' rules for their dealers, and bind dealers through the dealership agreement. This page is a plain-language explanation by MDG Services (a brand of VRUOOM Private Limited). It is not the official text and is not connected with or approved by IndianOil, BPCL, HPCL or any government body, so please check the current guidelines and circulars on the oil companies' own websites and with your oil company officer before you act.

Checked against the Marketing Discipline Guidelines 2024 (Ver. 1, effective 24.10.2024) on 15 October 2026. Published by MDG Services on 22 October 2026.

See the density register and receiving a tanker. The morning clause says the readings are taken "separately" without saying from what MDG 1.3. General practice, not an MDG rule: give each tank's product dip and water dip its own line, and check your oil company's register for these columns.

Note: MDG prints no register form. If your oil company's columns differ from the layout below, follow the company's.

A receipts table would list invoice number, product, tank, litres, time decanted and initials.

Keeping it, and the stock check

Keep the oil company's daily sales register and the density register for this financial year and the one before MDG 5.1.12. That clause says "daily sales register" and clause 1.3 says "daily stock register": confirm with your oil company which book it means. Not displaying the opening stock is a minor irregularity MDG 5.1.17 MDG 8.4.

The stock check starts from the opening dip, receipts, sales as per meter and closing dip MDG Annexure 9. See stock variation and shrinkage and TVA. For missing records: records to keep, penalties, repeat offences.

Questions dealers ask

01Which stock register must a petrol pump keep?

The daily stock register the oil company supplies for all products, plus a morning record of the meter readings and each tank's product and water dips MDG 1.3.

02What is the format of a petrol pump stock register, and is there an Excel version?

MDG 2024 prints no format and does not mention a spreadsheet. The oil company supplies the register MDG 1.3, so ask it whether a spreadsheet copy is acceptable.

03What is a petrol pump stock statement?

MDG 2024 does not use the term. It names the daily stock register, the morning meter and dip record and the density register, plus any record the oil company specifies MDG 1.3 MDG 5.1.12.

04How long must a petrol pump keep its stock register?

The daily sales register and the density register are kept for this financial year and the one before MDG 5.1.12. Confirm with your oil company whether that covers the stock register.

05Where do I record the quantity used to test the nozzles?

In the stock register. Every nozzle is checked each day before sales begin, and the litres used are written there MDG 1.4.2(d).
