Pump breakdown or leak: who fixes what

Short answer

Under the Marketing Discipline Guidelines 2024 (MDG 2024), the oil company arranges repair of breakdowns in the equipment it owns. The dealer does the day-to-day upkeep, looks after the dealer's own equipment and tells the company promptly of any breakdown MDG 4.2(a) MDG 4.2(b). In a major pipeline leak the company's representative advises the dealer to suspend sales MDG 4.3(b).

The Marketing Discipline Guidelines 2024 (MDG 2024) are the oil companies' rules for their dealers, and bind dealers through the dealership agreement. This page is a plain-language explanation by MDG Services (a brand of VRUOOM Private Limited). It is not the official text and is not connected with or approved by IndianOil, BPCL, HPCL or any government body, so please check the current guidelines and circulars on the oil companies' own websites and with your oil company officer before you act.

Wrong delivery or a damaged seal

  1. Short or excess delivery: the representative or you arrange recalibration at once with the Weights & Measures Inspector. Do not run the unit until it is re-stamped and the delivery is right MDG 4.3(a) MDG 1.4.2(d).
  2. Weights & Measures seal found broken: the representative informs the concerned company official and enters it in the pump maintenance report, which you sign MDG 4.3(a).
  3. Seal tampered, found in your daily check: sales through that unit stop at once, the controlling office is told immediately, and sales stay suspended until the seals are replaced MDG 1.4.2(a).

See meter and totaliser seals.

The Maintenance Job Report

The company's fitter or chargeman fills it in after working on the company's equipment at your outlet MDG 4.1. It records why the fitter came, the equipment, the checklist results, the repairs and both signatures, in three copies, one for the outlet MDG Annexure 6. General practice, not an MDG rule: keep the outlet's copy. See records to keep.

What MDG does not say

  • Response time and remedy. Chapter 4 sets no time for the company to attend and no remedy if it does not come MDG 4.2(a). General practice, not an MDG rule: put the breakdown in writing to your controlling office, with the date and time of your first report.
  • Who pays for parts or repairs. Ask your oil company.
  • What makes a leak minor or major. Not defined MDG 4.3(b).
