Petrol pump staff: minimum wages, PMSBY, PMJJBY and uniform rules

Short answer

Marketing Discipline Guidelines 2024 (MDG 2024) requires the dealer to meet every statutory duty owed to staff at the outlet, minimum wages first, along with benefits such as PMSBY and PMJJBY MDG 1.5(x) MDG 5.1.18. It gives no rupee figure. Driveway salesmen must wear uniform and badges MDG 5.1.17; a lapse is a minor irregularity MDG 8.4(iii)(e), with minimum amounts that the oil company may exceed MDG 8.5.1.

The Marketing Discipline Guidelines 2024 (MDG 2024) are the oil companies' rules for their dealers, and bind dealers through the dealership agreement. This page is a plain-language explanation by MDG Services (a brand of VRUOOM Private Limited). It is not the official text and is not connected with or approved by IndianOil, BPCL, HPCL or any government body, so please check the current guidelines and circulars on the oil companies' own websites and with your oil company officer before you act.

Wages and benefits

MDG states no amount and no formula. It names the Pradhan Mantri Suraksha Bima Yojana (PMSBY) and the Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) among the benefits, with no premium, enrolment steps or rule on who pays: use the schemes' official sources. For the minimum wage, ask your State labour authority or a labour-law adviser.

MDG 2024 has no wage penalty line, and does not say what the oil company does about unpaid wages. The wage note sits under 5.1.18, and the text does not say whether that clause's minor-penalty line covers it MDG 5.1.18; for matters MDG does not name, the oil company acts after an enquiry MDG 8.5.4. Ask your oil company, and take legal advice on your own case.

Uniform and badges

Driveway salesmen at the outlet must be in uniform and wear badges MDG 5.1.17. A lapse is a minor irregularity: a warning-cum-guidance letter the first time, Rs 10,000 per irregularity the second time, and Rs 25,000 per irregularity from the third time MDG 8.4(iii)(e) MDG 8.4.

MDG does not describe the uniform or the badge. Ask your oil company if it has a standard. See penalties.

How MDG 2012 differed

MDG 2012 (Ver. 7, 30.11.2022) is an older guideline, replaced on 24.10.2024; it is not the rule today.

MDG 2012 (replaced)MDG 2024 (current)
Minimum wageHigher of the oil company's notified wage and the State's minimum wage MDG 2012 1.5(x)No formula given
PMSBY and PMJJBYAll employees to be covered MDG 2012 5.1.18Named among the benefits
Wage penaltyMajor: 20% of monthly dealer margin (average of the last 3 months) first time, 30% second time, 40% plus 15 days' suspension third time onwards MDG 2012 8.3(ix)No wage line in 8.2, 8.3 or 8.4

MDG 2024 does not repeat the 2012 lines on e-payment of salaries and wage records MDG 2012 5.1.18.

Note: the wage penalty ladder is gone from the MDG 2024 lists. The duty is not MDG 1.5(x) MDG 5.1.18.
