Petrol pump fine not paid in 30 days: what MDG 2024 says

Short answer

Under the Marketing Discipline Guidelines 2024 (MDG 2024), the oil companies' rules for their dealers, a fine with no suspension attached is due within 30 days of the date of the company's notice. If it is unpaid, sales and supplies are suspended from the 31st day for 15 days. The fine is still to be paid in that time, or the suspension is extended by another 15 days. If it is still unpaid when the extension ends, the dealership is terminated MDG 8.7.

The Marketing Discipline Guidelines 2024 (MDG 2024) are the oil companies' rules for their dealers, and bind dealers through the dealership agreement. This page is a plain-language explanation by MDG Services (a brand of VRUOOM Private Limited). It is not the official text and is not connected with or approved by IndianOil, BPCL, HPCL or any government body, so please check the current guidelines and circulars on the oil companies' own websites and with your oil company officer before you act.

Which fines the 30-day rule covers

The rule applies to some major and minor irregularities where the action is a fine alone, with no suspension of sales and supplies. MDG does not list them MDG 8.7. On a plain reading of the ladders, the fine-only steps are the minor penalties of Rs 10,000 and Rs 25,000 per irregularity MDG 8.4 and the first automation penalty of Rs 1,00,000 MDG 8.3.

The second automation step carries 7 days' suspension, so it does not fit the description MDG 8.3. MDG does not say whether recovery of the differential price for normal fuel sold as branded fuel is covered. Ask your oil company.
