Petrol pump first aid box: the MDG 2024 rule and what to keep

Short answer

Marketing Discipline Guidelines 2024 (MDG 2024) requires a first aid box at the outlet, with valid medicines that are not beyond their expiry dates MDG 1.6(ix) MDG 5.1.14(a). A missing box is a minor irregularity MDG 8.4(ii). MDG gives no contents list, size or checking interval, so confirm the current list with your oil company.

The Marketing Discipline Guidelines 2024 (MDG 2024) are the oil companies' rules for their dealers, and bind dealers through the dealership agreement. This page is a plain-language explanation by MDG Services (a brand of VRUOOM Private Limited). It is not the official text and is not connected with or approved by IndianOil, BPCL, HPCL or any government body, so please check the current guidelines and circulars on the oil companies' own websites and with your oil company officer before you act.

What MDG 2024 requires

The dealer makes a first aid box available, with the necessary valid medicinal aids MDG 1.6(ix). Its absence, or medicines beyond expiry, is an irregularity MDG 5.1.14(a). Point 14 of the circular of 20.03.2025 has the inspector mark the Q&Q kit and first aid box YES or NO Circular 20.03.2025.

MDG gives no contents list, size, place or checking interval. Ask your oil company.

What to keep in the box

General practice, not an MDG rule, and not medical advice: workplace boxes usually hold bandages, dressings, plasters and tape, antiseptic, scissors and tweezers, an eye wash bottle and a first aid instruction card. Also general practice: check expiry dates at a fixed interval and replace before they lapse.

What a missing or expired box costs

The box appears under 8.4(ii) and, through the circular, under 8.4(iii)(f). MDG does not say which an inspector uses; both are minor MDG 8.4(ii) MDG 8.4(iii)(f) MDG 5.1.18. The circular sets no penalty of its own Circular 20.03.2025.

The action is a warning-cum-guidance letter the first time, Rs 10,000 per irregularity the second time, and Rs 25,000 per irregularity from the third time MDG 8.4.

Questions dealers ask

01What should be in a petrol pump first aid box?

MDG 2024 says only that the box holds the necessary valid medicinal aids, and gives no list or size MDG 1.6(ix) MDG 5.1.14(a). Confirm the current list with your oil company; bandages, dressings and antiseptic are common, but that is general practice, not an MDG rule.

02Is a first aid box mandatory at a petrol pump?

Yes. MDG 2024 says the dealer must make a first aid box available, and the 20.03.2025 circular lists it among its 20 Minimum Service Obligations MDG 1.6(ix) Circular 20.03.2025.

03What happens if the medicines in a petrol pump first aid box are expired?

A box with expired medicines does not match what MDG describes MDG 5.1.14(a). Not providing it is a minor irregularity: a warning-cum-guidance letter, then Rs 10,000, then Rs 25,000 per irregularity, at minimum MDG 8.4(ii) MDG 8.4 MDG 8.5.1.

04Who checks the first aid box at a petrol pump?

The inspecting officer, who records YES or NO for the Q&Q kit and first aid box under the 20.03.2025 circular Circular 20.03.2025.
